11月4日，2018年平昌冬季奥运会暨冬季残疾人奥运会组委会在平昌冬奥会开闭幕式场馆宣布，为纪念冬奥倒计时百日，各项目赛场等设施基本竣工。据中国新闻网报道，平昌冬奥会开闭幕式场馆可容纳3.5万名观众。4日当晚，冬奥会开闭幕式场馆举行了烟花秀庆祝竣工。

同时，4日晚在平昌冬奥会开闭幕式场馆还有一场“2017梦想演唱会”，多位韩国人气歌手、组合出演，阵容堪称豪华。据人民网报道，本次演唱会也是该场馆开通试运营后举办的第一场大型活动。
结果…第一次举办大型活动，就出了点岔子…
Seven people were stricken with hypothermia at an event for the newly completed PyeongChang Olympic Stadium on Saturday, raising alarm as to the serious lack of protection against cold weather for spectators at the venue.
周六晚，在刚刚竣工的平昌冬奥会开闭幕式场馆中举办大型活动，因场馆缺乏抵御寒冷天气的设施，有7名观众因为体温过低不幸冻伤。

According to local news channel YTN, medics treated seven audience members at the scene who became hypothermic after hours of exposure to the cold air at the stadium, which lacks a roof.
据当地新闻频道YTN报道，这个体育场馆没有屋顶，这7名观众暴露在冷空气中数小时后开始出现体温过低症状，医护人员现场对他们进行了治疗。
The opening event, which included a large K-pop concert, was attended by some 30,000 people who sat in the open air for hours on a windy night in temperatures of around 3 degrees Celsius.

The need for a protective roof on the main stadium had been raised multiple times by lawmakers since its design phase in 2015, but was eventually dismissed due to opposition from the Culture Ministry, which quoted budget issues.
自从2015年这座主场馆的设计阶段开始，多次有立法者提出应该修建屋顶，以起到保护作用。但是最终因为文化部提出预算问题，反对修建屋顶，这项建议没有得到实行。
The opening and closing ceremonies of the previous three Winter Games -- held in Sochi, Russia, Vancouver, Canada, and Turin, Italy -- were all held in roofed stadiums.
而前三届冬季奥运会，即俄罗斯索契冬奥会，加拿大温哥华冬奥会和意大利都灵冬奥会的开闭幕式场馆都是有屋顶的。

The weather during the Winter Games in February is expected to be much colder than at Saturday’s opening event. According to the Korea Meteorological Administration, the average temperature in PyeongChang last February was minus 4.8 degrees.
冬奥会时间为明年2月，那时的气温预计将比周六晚举行大型活动时的温度低的多。据韩国气象局统计，平昌去年2月的平均气温为摄氏零下4.8度。

而从视频截图中可以看到，现场观众纷纷披着毛毯、戴着帽子御寒，但是由于在室外时间长达4个多小时，当晚风也比较大，虽然温度并不是太低，还是有人被冻伤了。

据《环球时报》援引韩联社称，防寒对策成为平昌冬奥会棘手话题，“为节省预算，冬奥会开闭幕式场馆为没有屋顶的露天设施，无法抵御寒潮和雨雪，仅凭暖宝宝和毛毯来御寒，存在局限性”。
为了省钱，冻坏了观众，听起来甚至有些喜感，不像是举办世界级别体育赛事的场馆中发生的问题。但是，资金不足又确实是此次平昌冬奥会面临的现实问题。
早前，据腾讯体育援引韩国媒体报道，2014年韩国斥巨资举办仁川亚运会，民众对此感到不满，仁川市更是为此欠下巨债。而这次的平昌冬奥会，据彭博社报道，组委会预算到现在还有2.7亿美元依然没有着落。其中，冬奥会主场馆，也就是这次冻伤观众的开闭幕式场馆，修建过程可谓“历经坎坷”，却还是被吐槽坏了…

The pentagonal, 35,000-seat stadium is another picturesque venue. But it’s also seen as symbolizing what’s wrong with the Pyeongchang Games regarding the costs for hosting the event and maintaining unused facilities afterward.
这座能够容纳35000名观众的五角形建筑十分别致，但是也标志着平昌冬奥会在主办大型活动和修建无用设施方面犯下了错误。
The stadium will only be used for the opening and closing ceremonies and will be torn down after the Games, with the site to be used for a museum and leisure facilities. A plan to reduce costs by using an existing stadium in Gangneung for the ceremonies was dropped after Pyeongchang residents protested.
平昌冬奥会主场馆只用来举行开幕式和闭幕式，在冬奥会结束后就会被拆除，场地将会用来修建博物馆和其他休闲设施。本来有一项计划是为了节约开支，直接使用江陵市已有的一处体育馆举办开闭幕式，但是由于平昌居民表示抗议，该计划没有实施。

Spectators in the outdoor stadium will have to prepare for hours of exposure to cold winter temperatures. The area where it was built is notorious for strong winds, and organizers are planning to provide blankets and raincoats and considering placing heaters in some aisles between the rows of plastic seats.
由于冬奥会主场馆是露天的，观众们必须做好几个小时一直待在冬季室外的心理准备。而该场馆的修建处又正好是出了名的容易刮大风，组织者们只好计划在场馆内提供毛毯和雨衣，并且在塑料座椅的一些通道之间放置加热器，帮助观众御寒。

不过，根据门票预售情况来看，也不必为观众们的身体状况过于担心。据《今日美国》报道，截至17年10月24日，平昌冬奥会预售票只卖了30%左右。
而主场馆有屋顶的上届索契冬奥会，开幕之前预售票已卖出超过70%... 目前距离开幕式还有近100天，Emmmm... 可以说是还能“抢救”一下了。
